National Assembly: the Office validates two legislative proposals

This Wednesday, September 2, 2026, the Office of the National Assembly gave the green light to two legislative proposals submitted for its examination. Meeting in session, he declared the two texts admissible, thus paving the way for the continuation of their examination procedure.

The first is a proposed organic law amending organic law no. 2020-07 of February 26, 2020 relating to finance laws. It relates in particular to the supervision of special funds. It aims to strengthen their legal framework. Adopted in 2020, the organic law relating to finance laws sets the rules relating to the content, development, adoption, execution and control of finance laws. In particular, it organizes the special accounts of the Treasury and provides mechanisms for controlling budgetary execution by the National Assembly and the Court of Auditors.

The second bill concerns health in prisons. It aims to further regulate issues related to health care in prison establishments. The new proposal could thus have the aim of consolidating and modernizing the legal framework for the health care of detained persons, by providing a clearer legislative basis for the organization of care, prevention, access to medicines and medical monitoring in prison. Senegalese law already provides guarantees in terms of hygiene and care, but several analyzes and documents devoted to the prison environment underline the importance of detention conditions, access to care and the availability of health personnel and equipment.

In accordance with article 69 of the Internal Regulations of the National Assembly, the Office indicates that the President of the Republic will be asked for an opinion, in accordance with the procedure provided for before the continuation of the legislative process.
