Joola, Casamance and Senegal 2050: the main directives from the Prime Minister September 30, 2026
The communication from Prime Minister Ahmadou Al Aminou Lô during the Council of Ministers of September 30, 2026, focused mainly on two issues: taking charge of the status of the “Memorial of the Bateau le Joola” and accelerating the implementation of the projects of the Senegal 2050 National Transformation Agenda.
Addressing the first point, the Prime Minister returned to his participation, at the head of a large government delegation, in the official ceremony marking the 24th anniversary of the sinking of the Bateau le Joola, organized on Saturday September 26, 2026 in Ziguinchor, in the name of the President of the Republic.
He indicated that the question of the status of the Joola Memorial was among the concerns expressed by the families of the victims and the survivors. As such, he asked the Minister responsible for Culture, in conjunction with the Minister, Secretary General of the Government, to take the necessary measures so that the draft decree formalizing the status of the Memorial is submitted to the Council of Ministers in November 2026.
The Diomaye Plan for Casamance on the menu
The Prime Minister also invited the ministers concerned to ensure the proper preparation of the Interministerial Council devoted to the Diomaye Plan for Casamance. This meeting is planned for Ziguinchor in November 2026.
In the same context, he asked the ministers responsible for Finance and Infrastructure to provide the budgetary appropriations necessary for the repair of the Émile Badiane bridge as well as for the start of construction work on the second bridge.
Particular attention was also paid to the families of victims and survivors in vulnerable situations. The Minister of Family, Social Action and Solidarity was invited to ensure their census in the Single National Register and their effective registration on the list of beneficiaries of National Family Security Grants.
Senegal 2050: accelerate the implementation of projects
The second part of the Prime Minister’s communication focused on accelerating the implementation of the projects of the Senegal 2050 National Transformation Agenda.
Ahmadou Al Aminou Lô informed the Council of Ministers of the corrective actions to be implemented in order to strengthen the strategic and operational management of projects and programs.
As part of operational implementation, he insisted, as an extension of management dialogues, on the need to ensure the alignment of the activities of ministerial departments with the Senegal 2050 Standard. This requirement also concerns the strategic development plans of parapublic organizations and companies.
Closing his communication, the Prime Minister recalled the efforts relating to the updating of the Legislative Agenda for the fourth quarter of 2026.
He also asked the ministers responsible for National Education, Higher Education and Digital Affairs to ensure the implementation of the directives resulting from the Interministerial Council dedicated to the start of the 2026-2027 school and university year.
