2026-2027 parliamentary session: five proposals for commissions of inquiry under study
At the opening of the 2026-2027 single ordinary session, this Tuesday, October 13, the President of the National Assembly, Ousmane Sonko, announced the tabling of proposed resolutions aimed at creating five parliamentary commissions of inquiry.
The files concerned relate in particular to oil and gas blocks, the fight against floods, special funds of certain public institutions, programs financed by Banco Santander and the protection of personal data in the health sector.
Five files are submitted to the attention of deputies. On the occasion of the opening of the 2026-2027 single ordinary session, Ousmane Sonko announced initiatives aimed at examining several issues of public interest linked to the management of natural resources, the use of public funds and the protection of personal data.
The creation of these commissions, however, remains subject to parliamentary procedure. The proposed resolutions must be examined by the Office of the National Assembly to verify their admissibility, before the opinion of the Minister of Justice.
Oil and gas blocks in the viewfinder
The first file concerns the conditions for the allocation and resumption of oil and gas blocks, in particular those of Saint-Louis and Kayar. The planned work could relate to the different stages of these operations and the players involved, including Petro-Tim, Kosmos Energy and Woodside.
This initiative places the management of natural resources at the heart of the issues that MPs wish to examine.
The ten-year flood control plan
The second file concerns the ten-year flood control plan. A commission of inquiry could make it possible to examine this program, dedicated to the prevention and management of flood risks.
Special funds from three public institutions
The management of the special funds of the Prime Minister’s Office, the High Council of Local Authorities (HCCT) and the Economic, Social and Environmental Council (CESE) constitutes the third file. The period concerned extends from 2012 to 2026.
The planned investigation would thus cover fourteen years of management of these funds within the three institutions.
Three programs financed by Banco Santander
The fourth file concerns several programs financed by Banco Santander, for a cumulative amount of approximately 227.34 billion FCFA.
This is the program for the acquisition of agricultural equipment and construction of warehouses, entrusted to INTERMAQ 2012 SL, for 85.51 billion FCFA; the Structural Support Project for the Digital Territorial Development Strategy (PASSANT), entrusted to LITEYCA SL, for 50 billion FCFA; and the rural electrification project entrusted to AEE POWER EPC, for approximately 91.83 billion FCFA.
These three programs are among the files for which a parliamentary inquiry is proposed.
The protection of personal data in question
The fifth file concerns the security of national personal data within the framework of the memorandum of understanding signed on March 13, 2026 between the Ministry of Health and the United States of America in the field of health.
The envisaged examination concerns the issues relating to the protection of personal data within the framework of this agreement.
Proposals submitted to the parliamentary procedure
The establishment of the five commissions of inquiry has not yet been confirmed. The proposed resolutions must first be examined by the Office of the National Assembly, then follow the planned procedure, in particular with the opinion of the Keeper of the Seals, Minister of Justice.
The files can then be included on the agenda of the 2026-2027 single ordinary session, in accordance with the applicable procedures.
These parliamentary initiatives cover five distinct areas, ranging from the management of natural resources and public funds to the financing of infrastructure projects and the protection of personal data.
