Floods, YOG 2026, budget 2027: instructions from Bassirou Diomaye Faye October 13, 2026
Flood prevention, preparations for the Dakar 2026 YOG and the next budgetary session occupied an important place in the President of the Republic’s communication this Tuesday, October 13, in the Council of Ministers.
Bassirou Diomaye Faye notably requested a rapid audit of the sanitation systems, called for strengthening mobilization around the Games and insisted on the need to explain the Government’s budgetary choices.
Floods: a rapid audit of sanitation systems
Faced with the heavy rains and bad weather recorded in recent days in several localities, the Head of State expressed his compassion to the families of the deceased and his solidarity with the affected populations. He asked state services to strengthen interventions to evacuate water, clear affected infrastructure and provide assistance to affected families.
Beyond the emergency, Bassirou Diomaye Faye wants to shed light on the dysfunctions observed in the management of sanitation systems. He ordered a rapid technical audit and asked the Prime Minister to initiate the updating of the sanitation master plans of cities and towns.
The head of government will also have to ensure the finalization and validation, before the end of November 2026, of the National Civil Protection and Disaster Risk Management Strategy. The National Flood Prevention and Management Strategy will also need to be reread and validated.
The President of the Republic also wishes that a reflection be carried out on the creation of a National Sanitation Fund, supplied by sustainable resources. Finally, he asks that the studies and solutions adopted in terms of flood prevention be followed up with effects, with an increased place given to sanitation in public investments.
YOG Dakar 2026: strengthening mobilization as the Games approach
A few weeks before the opening of the Youth Olympic Games, scheduled for October 31 to November 13, the President of the Republic indicated that the infrastructure intended for the competitions had been finalized, received and made available.
He now calls on the Government, the Organizing Committee, the mayors concerned and the populations, particularly young people, to strengthen their mobilization to ensure the smooth running of the events and provide an exceptional welcome to foreign delegations.
Preparations should also focus on living and traffic conditions in the localities concerned. Bassirou Diomaye Faye insisted on safety, the fluidity of road traffic, health and public hygiene. State services, municipalities and community stakeholders are invited to mobilize the necessary resources to meet these requirements throughout the duration of the Games.
Finally, the Head of State wants this period to be punctuated by activities highlighting the cultural heritage, craftsmanship and economic potential of Senegal.
Budget 2027: explaining the Government’s choices and priorities
The opening of the single ordinary session of the National Assembly on October 13 marks the start of budgetary work. The finance bill for 2027 was submitted on time, accompanied by the report defining the economic and financial balance, in accordance with the organic law relating to finance laws.
The President of the Republic asked the Government to take the necessary measures to ensure the smooth running of this session, in particular during the examination of the amending finance bill for 2026 and the 2027 budget.
These texts must, according to him, open a new stage of budgetary consolidation, consolidation of public finances and economic recovery. In this perspective, each minister is called upon to clearly present the results of his department, the actions carried out and the projects planned, in line with the National Transformation Agenda.
Education: preserving stability and strengthening performance
On the occasion of the start of the school year, Bassirou Diomaye Faye sent a message of encouragement to the entire educational community. He invited the Government and school stakeholders to continue their efforts to preserve social stability in establishments, promote excellence and strengthen the international influence of the Senegalese education system.
The President of the Republic also asked the Prime Minister and the Minister of the Armed Forces to take the necessary measures to ensure the smooth running of the ceremonies commemorating the Thiaroye massacre, scheduled for December 1, 2026.
Regional cooperation: the latest trips of the Head of State
The President of the Republic has finally returned to his diplomatic agenda. From October 2 to 4, he participated in the mid-year coordination meeting of the African Union in Egypt, in his capacity as current President of ECOWAS.
He then went to Abuja, on October 5 and 6, for a working visit to the headquarters of the ECOWAS Commission and the installation of the new judges of the Court. On October 14, he is due to chair the Conference of First Ladies of Africa.
