Several structuring projects announced for 2027 October 19, 2026
In the initial finance bill, the government of Senegal announces the implementation of several projects in 2027. These include the construction of 12 Lynaqe, the erection of a second bridge in Ziguinchor and the construction of the Bargny–Sendou–Ndayane road.
In 2027, according to the draft budget, the government intends to guarantee the implementation of several major projects. The State therefore intends to devote significant efforts to securing water resources and improving sanitation services. Investments will focus on universal access to drinking water, the extension of sanitation infrastructure, sustainable management of water resources, strengthening climate resilience as well as prevention. These strategic orientations will result in the implementation of investment programs intended to strengthen social infrastructure, particularly the construction of 12 nation-army high schools for quality and equity (Lynaqe), 15,000 connected classrooms, the commissioning of 45 open digital spaces (Eno), the continuation of construction sites at the Souleymane Niang universities of Matam (Usnm), Eastern Senegal and Sine-Saloum Elhadji Ibrahima Niass (Ussein). Without forgetting the construction of new level hospitals and health centers.
The other flagship projects to be carried out or finalized concern the Dakar–Tivaouane–Saint-Louis highway for an amount of 108.2 billion FCfa. Thus, 91 billion FCfa are budgeted for the project to build four hospitals, 12.8 billion FCfa for the construction and equipment of health centers. An envelope of 45 billion FCfa is intended for the Project to improve the connectivity of agricultural production zones (Pcza). Also in the 2027 draft budget, the government announces the construction of the second Ziguinchor bridge with a budget of 27.3 billion FCFA as well as the rehabilitation of the Émile Badiane bridge for 5 billion FCFA. There is also the project to build the Sendou–Bargny–Ndayane road with a budget of five billion FCfa. Regarding the national public lighting program (formerly a project to install 100,000 solar street lights), an envelope of 25 billion FCFA is planned. Alongside these projects, notes the government, the budget will support the promotion of national cultural heritage, the development of cultural and creative industries, the promotion of crafts as well as the improvement of Senegal’s tourist attractiveness. These sectors, mentions the initial finance bill, will be mobilized as levers for job creation, territorial development, cultural influence and diversification of the national economy. These strategic orientations will result in concrete and structuring projects, included in the Public Investment Program (Pip), such as the financing of program contracts by sector (rice, potatoes, onions, livestock, milk), the creation of 100 community agricultural cooperatives and hydro-agricultural developments on 320,000 ha by 2029 and financial restructuring of national companies (Sonacos, Sodefitex, Saed, Sodagri) to reduce their dependence on direct budgetary subsidies. Policies which will be accompanied by the continued implementation of major structuring infrastructure projects such as the Great Water Transfer over a 270 km line, the rehabilitation of the Dakar–Tambacounda railway line as well as the development of motorway infrastructure and the opening up of territories through projects such as the Dandé Maayo road, the Fouladou Loop, the second Ziguinchor bridge and the Rosso bridge.
