Employment and social protection: the government announces recruitment and regularization
The government is putting forward several measures in favor of public employment, the regularization of workers and the expansion of social coverage. According to the Minister of Civil Service, Labor and Public Service Reform, Mamadou Lamine DIANTE, 4,527 teacher recruitments have been undertaken, while 2,500 health workers are being recruited.
Strengthening the workforce in the education and health sectors is among the measures presented by the government as part of monitoring the social stability pact. During the government press briefing on Monday October 19, 2026, Mamadou Lamine DIANTE reported 4,527 recruitments of committed teachers, including 2,000 already completed and 2,527 in progress.
In addition to these numbers, 500 teacher-researchers have been recruited and 2,500 health workers whose recruitment is underway. These operations should contribute to strengthening human resources in public services.
The minister also mentioned efforts to regularize administrative situations. In his department, two one-stop shops made it possible to produce 2,157 administrative acts concerning more than 2,500 agents. Most of the agents concerned were put on pay, according to his statements.
The situation of workers made redundant in certain public companies and parapublic structures was also discussed. In Dakar Dem Dikk, the government reports the conversion of 214 service contracts into permanent contracts (CDI). Mamadou Lamine DIANTE also indicated that eight dismissed workers had been reinstated, the other situations mentioned being linked, according to him, to job abandonment.
At the Autonomous Port of Dakar, 85 reinstatements had already been carried out. The regularization of 162 other agents has been underway since October 12. The government intends in particular to convert into permanent contracts the contracts of workers who have accumulated more than two fixed-term contracts.
At the Ministry of Mines, 44 dismissals remain being processed. Two outcomes are envisaged: the reintegration of the workers concerned or the conclusion of a social pact with those who could not be reinstated.
Towards an expansion of social coverage
On the aspect of social protection, the government cites the establishment of the health insurance institution for non-permanent workers and the deployment of the National Social Mutual of Artisans of Senegal.
The entry into force of the new Social Security Code should also help to extend coverage to previously excluded workers, particularly the self-employed and those in the informal economy.
The government presents these measures as progress towards more inclusive social coverage. Their implementation, however, remains linked to several constraints, notably the financial resources available and the technical studies necessary for certain reforms. These files are among the commitments monitored within the framework of the social stability pact, of which the authorities wish to improve the execution rate over the coming months.
