The High Authority of Waqf and the PNAMVR sign a partnership agreement

The High Authority of Waqf (HAW) and the National Program for the Development and Modernization of Religious Cities (PNAMVR) signed, this Thursday, September 17, 2026 in Dakar, a partnership agreement intended to mobilize the waqf as an instrument for financing the development of religious cities in Senegal. The agreement was initialed by the National Coordinator of the PNAMVR, Amdy Moustapha Mbacké, and by the Director General of the HAW, Dr Ahmed Lamine Athie.

This partnership defines a general framework for collaboration between the two institutions around the mobilization and use of waqf as an instrument of financing and support for planning, modernization and sustainable development projects in religious cities. Concluded for a renewable period of three years, the agreement provides for the establishment of a Joint Technical Committee responsible for project selection, technical and financial monitoring and regular evaluation of results.

Shared objectives

The partnership is structured around several axes, namely promoting innovative financing based on waqf to guarantee the financial autonomy of projects, facilitating shared governance between public, religious and financial actors, in transparency, supporting the creation of religious and community investment centers with strong social impact, generators of jobs, income and services, perpetuating religious heritage by integrating the valorization of knowledge and spiritual values and anchoring the waqf model as a pillar of policy public spiritual urban development.

Questioned after the signing, Amdy Moustapha Mbacké, National Coordinator of PNAMVR, declared: “*This agreement marks a decisive step in the mobilization of endogenous resources at the service of religious cities. The waqf is not only a financial instrument, it is a vision of solidarity and sustainability at the service of communities. »

For his part, Dr Ahmed Lamine Athie, Director General of the High Waqf Authority, underlined: “Our ambition is to make the waqf a structuring lever for territorial development. This partnership with the PNAMVR reflects our common desire to combine spirituality, modernity and financial autonomy.”
