Council of Ministers of 09/02/2026: IMF, JOJ…President Bassirou Diomaye Faye outlines the roadmap for the start of the school year
Meeting this Wednesday, September 2, 2026 at the Palais de la République, the Council of Ministers was marked by a communication provided by the Head of State, Bassirou Diomaye Diakhar Faye, who reviewed the main economic, social and sporting issues of the moment. Between the agreement with the IMF, the upcoming Youth Olympic Games (YOG), the purchasing power of the Senegalese and other priority issues, here is what to remember from the President’s communication.
Satisfaction for the agreement with the IMF
The President welcomed the technical agreement in principle concluded between Dakar and the International Monetary Fund, called to support the economic and financial reforms undertaken. Moreover, this mobilization, planned under the “Extended Credit Facility (ECF) in the amount of 1,243 billion FCFA (i.e. 2.2 billion USD) over a period of three (03) years”, earned the Prime Minister and his economic team the congratulations of the Head of State “for the work accomplished and the results obtained”.
Purchasing power and cost of living at the heart of priorities
In his communication, Bassirou Diomaye Faye emphasizes the importance he attaches to “preserving the purchasing power of households” and “the implementation of measures to combat the high cost of living”. He also called for rigorous application of “instruments adapted from the law on prices and consumer protection”, and underlined the imperative to “regulate rental costs” thanks to reinforced regulatory mechanisms.
In addition, President Faye underlines “the imperative to carry out strategic reflection on the sustainable financing of Universal Health Coverage (UHC), the revaluation of retirement pensions and the preservation of achievements linked to the governance of social protection institutions”. To do this, it “asks to strengthen the National Solidarity Fund and the Food Security and Resilience Commission and to update the framework for steering and monitoring the social impacts of entities, programs and projects promoting equity.”
Investment and hydrocarbons under surveillance
To improve the business climate, the Head of State asked the Prime Minister to prepare “the upcoming holding of the Presidential Investment Council (CPI)”. On the energy side, he announced “the upcoming holding of a special session of COS-PETROGAZ” and called for the activation of the steering bodies of the Intergenerational Fund.
Youth, employment and back to school
Recalling his priorities “Youth, Employability and Employment”, the President urged the government to accelerate the establishment of dual training and the creation of vocational training centers. He also asked to ensure “good preparation for the next school and university year” and to finalize the 2027 finance bill.
YOG Dakar 2026: focus on general mobilization
After the inauguration, on August 29, of the Olympic Village and the Diamniadio Equestrian Center, the Head of State congratulated the Prime Minister and several members of the government “for the efforts made to deliver the work on time.” He concluded his communication with “a call for national mobilization around the ownership and success of the YOG Dakar 2026”.
