Civil status: ANEC reaches 70% LGEC deployment milestone

The National Civil Status Agency (ANEC) is continuing at a sustained pace to modernize the Senegalese civil status system.

According to consolidated data as of July 17, 2026, Civil Status Management Software (LGEC) is now deployed in 437 of the country’s 629 civil status centers, bringing the national deployment rate to 70%. A total of 299 centers were also redeployed and made fully functional as part of the remediation operations carried out this year.

After the regions of Dakar and Thiès, the Agency began, from July 13 to 29, a 17-day operation without interruption in the regions of Louga, Diourbel and Fatick, mobilizing several teams per department.

15.3 million acts recorded: digital services in expansion

The LGEC system currently totals 15,359,558 civil status records, the overwhelming majority of which concern births (14,839,577 records, or 97%), far ahead of deaths (487,259 records, 3%) and marriages (31,963 records). For the month of July alone, 5,610 new acts were recorded in a single day, July 17, illustrating the sustained pace of the system. Fifty agents are now mobilized across the country to continue improving data quality.

The success of this digital transformation relies largely on the increased skills of those involved in the field. To date, 599 centers have benefited from training sessions, for a total of 2,318 people trained, including 1,485 agents and 833 civil status officers.

Of the 437 centers connected to digital infrastructures, 112 have already activated the SAMA CIVIL STATE platform, intended to offer online services to citizens, i.e. nearly 26% of the centers deployed.

Regional disparities still marked

Although deployment is progressing throughout the country, the differences between regions remain significant. Thiès (98%), Dakar (92%) and Fatick (90%) have the highest rates, followed by Matam (84%) and Diourbel (78%). Conversely, regions like Kédougou (42%), Sédhiou (44%) and Tambacounda (47%) remain behind, as do Kolda (51%) and Saint-Louis (56%), confirming the need to continue efforts in these areas.

In terms of volume of recorded acts, Dakar (2,022,387) and Thiès (1,976,684) come first, followed by Diourbel, Louga and Kaolack, which each exceed one million acts.

Heading towards generalization

ANEC affirms its desire to continue the deployment of LGEC in all 629 centers in the country and to strengthen citizens’ access to digital services, in accordance with the guidelines of the highest state authorities. An objective summarized by the Agency’s formula: “A digital civil status, secure and accessible to all citizens. »
