87 appointments to the Council of Ministers: Customs, ASER, AGEROUTE, Senelec, DDD…: the main changes made
The Council of Ministers on Thursday, September 10, 2026, made a major series of appointments to positions of responsibility in several administrations, agencies and public companies.
In total, 87 individual measures were announced, with particularly significant changes at the head of major directorates and strategic structures of the state. From Customs to AGEROUTE, including ASER, Dakar Dem Dikk, BIC-GOUV and the Autonomous Port of Dakar, several key positions are changing hands.
Customs, ASER and AGEROUTE change direction
Among the most notable changes is the General Directorate of Customs. Malick Mbaye is appointed Managing Director, replacing Babacar Mbaye. This appointment comes in a context where the customs administration occupies a central place in the mobilization of revenue and the fight against trafficking.
In the energy sector, Pape Momar Ngom takes command of the Senegalese Rural Electrification Agency (ASER), replacing Jean Michel Sene. At the National Agency for Renewable Energy (ANER), Thierno Alia Mbengue is appointed Director General, replacing Diouma Kobor.
The infrastructure sector is also experiencing a change at the head of AGEROUTE Senegal. Gallo Ba is appointed General Manager and succeeds Moustapha Fall. The Construction Agency for Public Buildings and Edifices (ACBEP) also changes direction with the appointment of Cheikh Issa Sall, who replaces Baye Niass.
Senelec, Dakar Dem Dikk and the Port: several strategic positions renewed
In the electricity sector, Jean Baptiste Diouf is appointed Chairman of the Board of Directors of SENELEC. The position was vacant.
Public transport is also experiencing a significant change with the appointment of Modou Bara Gaye at the head of Dakar Dem Dikk. He succeeds Assane Mbengue.
At the Autonomous Port of Dakar, Abdoul Hamid Sy becomes Chairman of the Board of Directors, replacing Mouhamadou Ngouda Mboup. In the same sector, Ahmadou Tidiane Camara takes over as general director of the National Aquaculture Agency (ANA), replacing Samba Ka, while Ousseynou Pouye is appointed Director General of the Senegalese Shippers’ Council (COSEC), replacing Ndèye Rokhaya Thiam.
BIC-GOUV, SOGEPA and urban centers
The movement also affects several structures attached to the Presidency of the Republic and the government system.
At the Urban Pole Management Company (SOGEPA SN), Assane Kasse is appointed Managing Director, replacing Elimane Pouye. At the urban centers of Diamniadio, Moussa Diop is appointed General Delegate, replacing Bara Diouf.
In the field of government communications, Souleymane Amadou Ly takes over as director of BIC-GOUV, replacing Mame Gor Ngom. At Maison de la Presse, Badara Pouye becomes Director General, succeeding Sambou Biagui, while Talla Dieng is appointed Chairman of the Board of Directors, replacing Birame Khoudia Lo.
Changes in several economic agencies
Several agencies and structures relating to the economy and trade are also seeing new leaders.
Amadou Diallo is appointed Director General of ASEPEX, replacing Modou Mbéne Diop. At ASPIT, Talibouya Ba succeeds Françoise Faye. The International Foreign Trade Center of Senegal (CICES) welcomes Samba Gueye as director, replacing Justin Correa.
In the area of employment, Alassane Gueye is appointed Director of ANPEJ, replacing Sinna Amadou Gaye. The Priority Investment Guarantee Fund (FONGIP), for its part, has seen the appointment of Yaya Aboul Kane as Chairman of the Board of Directors, the position being previously vacant.
Agriculture, environment and social action
In the agricultural sector, Souleymane Diallo takes over as general manager of SODAGRI, replacing Aboubakar Sidy Sonko. At ANIDA, Cheikhou Oumar Gaye succeeds Sémou Pathé Diouf.
The environment is not left out. Babacar Abba Mbaye is appointed Managing Director of SONAGED, replacing Khalifa Ababacar Sarr, while Magatte Wade becomes Chairman of the Board of Directors of the company, replacing Abdou Khadre Fofana. At the Senegalese Agency for Reforestation and the Great Green Wall, Ansoumana Sane succeeds Sékouna Diatta.
In the field of social action, Moustapha Cisse takes over as general director of the Senegalese Agency for Universal Health Coverage, replacing Séga Gueye. The Food Storage Center (CSAR) is now headed by Mame Ndèye Sene, who replaces Marième Soda Ndiaye.
Urban planning, tourism, culture and sport
Several appointments also concern the sectors of town planning, tourism, culture and sport.
At SICAP SA, Ibrahima Barry is appointed Managing Director, replacing Mouhamadou Moctar Magassouba. At SAFRU SA, Seydina Mbaye takes over as general manager, while Abdoul Karim Mbengue becomes Chairman of the Board of Directors.
In tourism, Berenger Fap Ngom is appointed Director General of ASPT, replacing Adama Ndiaye. At SAPCO SA, Babacar Mbengue succeeds Serigne Mamadou Mboup. The Agency for the Promotion and Development of Crafts (APDA) is also changing direction with the appointment of Idy Watt, replacing Sophie Nzinga Sy.
In the sports sector, Guéladio Ba is appointed Director General of the Sports Infrastructure Management Office, replacing Babacar Ndiaye. At the Grand Théâtre national, Déthié Diouf becomes Chairman of the Board of Directors, replacing Ousmane Sane.
Appointments also in the health, digital and hydraulics sectors
Renewal also concerns several other sectors of public action.
At the Pikine National Hospital Center, Khadim Mbaye is appointed Director, replacing Souleymane Loucar. In digital, Abdoulaye Diouf becomes Coordinator of FDSUT, replacing Ndèye Fatou Ndiaye.
In the field of hydraulics, Ousmane Kane is appointed Chairman of the Board of Directors of OFOR, replacing Seydou Mandiang. In microfinance, Mathioro Fall takes over as president of the FONAMIF Orientation Council, replacing Demba Thiam.
Finally, several appointments take place in the transport and infrastructure sector, notably at GTS, SN-LAS, FERA, 2AS and SEN-AUTOROUTE. Cheikh Mouhamadou Khalifa Ba is thus appointed General Administrator of SEN-AUTOROUTE, a position previously vacant.
Through this series of 87 individual measures, the Council of Ministers is thus carrying out a significant renewal of the management teams of several administrations, agencies and public companies, with movements which affect the economic and financial sectors as well as energy, infrastructure, transport, the environment and public services.
