Upon receipt of the passed law: the Government will refer the matter to the Constitutional Council
“They rejected our two amendments despite the blocked vote requested by the government,” declared the Minister of Justice, Me Moussa Sarr, at the end of the plenary. “We plan to refer the matter to the Constitutional Council upon receipt of the law passed,” he revealed to “Soleil” late in the evening. During the examination of the bill a few hours earlier, the Government had tabled three amendments. The first was finally withdrawn, the Assembly having already incorporated the observations of the Head of State. The other two aimed to remove the specific mention of special appropriations in Article 14 and to review the parliamentary control system. The Executive thus wanted to avoid an overlap with the powers of the Court of Auditors and preserve consistency with the WAEMU community directive. He subsequently requested, in vain, a blocked vote on the text with its amendments.
