The Kiiraay party displays its ambitions and reiterates republican patriotism at the heart of its line
The first Winter University of the Kiiraay party, organized under the “Think Tank” format, allowed officials to clarify their political line on October 3. They also defended the reforms initiated by their leader, President Bassirou Diomaye Faye. A course has finally been set, with a view to the next electoral deadlines.
General Supervisor of Kiiraay, Aminata Touré set the tone by reaffirming the party’s commitment to respecting the Constitution. “The National Assembly cannot pass unconstitutional laws,” she declared, assuring that Kiiraay will ensure “strict compliance with the Constitution, as well as the preservation and defense of the Republic.” She also denounced the use of parliamentary immunity to attack institutions. Aminata Toure announces an assumed electoral objective which consists of “winning 80% of the municipalities in 2027”. She also indicated that more than 500 parties and organizations have merged within Kiiraay.
Continuing the discussions, Alain Diouf, Minister to the President of the Republic in charge of Monitoring and Evaluation of the Senegal 2050 National Transformation Agenda, highlighted the reform agenda of the Head of State, Bassirou Diomaye Faye. He cited several projects undertaken “in record time”, notably the reform of the Tax Code, the Investment Code, the law on heritage, access to information and the Labor Code.
On the social level, he indicated that 500,000 vulnerable households currently benefit from support of more than 100,000 FCFA per quarter, with a target of extension to one million households, i.e. an announced impact on around 8 million people.
The doctrinal dimension of the party was then reiterated by Alioune Dione, founding member of Kiiraay, for whom “republican patriotism” cannot be “a sectarian or partisan attitude”, but must be part of “the common desire to live together”.
National interest takes precedence over partisan interests
Me Abdoulaye Tine, coordinator of executives, extended this definition by placing the national interest above partisan interests. He defended a conception of the political framework based on respect for the law, including in relation to the adversary. “Power is not property” and political action must not be based on “low blows”, nor on insults or the fabrication of facts, he indicated.
Territorial structuring also constitutes a major axis. Mamadou Thiaw, deputy general supervisor in charge of elected officials, insisted on the central place of mayors in the organization of Kiiraay. He called for increased involvement of elected officials so that “the voice of the territories is fully heard”, going so far as to announce the availability of local elected officials from the movement to contribute to obtaining a parliamentary majority for the President of the Republic.
Moussa Bala Fofana, founding member of Kiraay, called on executives to invest more in the territorial authorities and the councils of the poles, in order to participate in the establishment of the governance supported by the movement. Through this first Wintering University, the debates are generally structured around three axes. This concerns the defense of the Republic and the Constitution, support for State reforms and territorial establishment, with the electoral deadlines of 2027 in mind.
