LFR 2026: deputies reject the two amendments presented by the government as well as the bill
The deputies rejected the two amendments presented by the government as well as bill nᵒ 40/2026 relating to the amending finance law for the year 2026. In the report of the finance and budgetary control committee presented on Tuesday, November 3, 2026, during the plenary, they highlighted seven points of disagreement and expected more precise responses from the government.
Since two rejections in committee, the deputies have not adopted by majority the two amendments presented by the government as well as bill no. 40/2026 relating to the amending finance law for the year 2026. In the report presented on Tuesday, November 3, 2026, during the plenary, they highlight the main disagreements.
According to the document, the deputies welcomed the various working sessions, the requests for clarification and the additional exchanges, which they presented as the manifestation of a shared desire to examine the draft amending finance law on the basis of information sufficiently detailed to facilitate understanding.
“They finally reaffirmed their availability to continue discussions with the national representation before giving the floor to the President of the Commission. Following the responses provided by the ministers, your commissioners have, by a majority, rejected the two amendments presented by the government as well as bill no. 40/2026 relating to the amending finance law for the year 2026,” the report indicates.
It should be noted that the points highlighted by the deputies include the budget deficit of 1,735.2 billion FCFA, or 7.6% of GDP. On the issue, they believe that there is no sincerity in relation to the forecast made by the government.
On public investments which saw a reduction in credits of around 555 billion FCFA, the Economic and Social Recovery Plan (PRES) with revenue forecasts reduced from 762.6 to 311 billion FCFA, of which only 174 billion mobilized at the end of September; the deputies asked for more lighting.

They also mentioned this need in the energy sector where 790.3 billion FCFA in subsidies are planned, compared to 250 billion initially registered in the Energy Sector Support Fund. For public debt and payment arrears, it is emphasized that 1,956.3 billion FCFA of arrears remain to be processed, including 988.5 billion of irregular or incomplete files requiring verification.
Concerning social protection, there are 70 billion FCFA planned in the LFR 2026, for family security grants. In this regard, MEPs question their effectiveness, their targeting and their financing. And in terms of taxation and financing, the government plans to contribute 8 to 10% of the turnover of money transfer operators and the reallocation of 120 billion FCFA in financing for four projects towards urgent expenses.
“Several commissioners noted that the additional responses provided by the government had not resulted in the presentation of amendments to the amending finance bill submitted for examination by the National Assembly,” the document states.
The main provisions of the text “unchanged” according to the deputies
According to the same source, the deputies considered that, despite the clarifications obtained, the main provisions of the text remained unchanged and that certain fundamental concerns had not found fully satisfactory answers.
They considered that the absence of these documents limited the effective exercise of parliamentary control and did not allow deputies to decide with full knowledge of the facts on the proposed adjustments. They also reaffirmed the need to strengthen the legal framework, transparency and control mechanisms of special funds, in accordance with the requirements of good governance and public accountability.
