Ethics and quality: ANAQ-Sup and OFNAC join forces to clean up higher education
The National Higher Education Quality Assurance Authority (ANAQ-Sup) and the National Anti-Corruption Office (OFNAC) signed a strategic partnership framework agreement this Friday, October 23, 2026. Objective: to make integrity a full-fledged criterion for the quality of universities, doctoral schools and research centers in Senegal.
The ceremony was jointly chaired by Moustapha Ka, president of OFNAC, and Professor Massamba Diouf, executive secretary of ANAQ-Sup. The two institutions speak of an unprecedented alliance, aligned with the Senegal Vision 2050 framework. Their common conviction: academic excellence does not go without impeccable governance.
Moustapha Ka set the tone with the following formula: “A diploma without ethics is power without a compass. » He continued: “Through Quality, we elevate Knowledge; through Integrity, we honor the Republic. »
Professor Diouf insisted on the method. “Integrity must not be considered only from the angle of sanction, but as a culture and a shared responsibility”, he recalled, believing that the quality of higher education “cannot be fully guaranteed without governance based on ethics, integrity, transparency and accountability”.
Four projects planned
-Evaluation: integrate integrity governance, corruption risk prevention and transparency criteria into ANAQ-Sup evaluation manuals.
-Training: develop modules on ethics, scientific integrity and plagiarism prevention.
-Integrity Academy: ANAQ-Sup will provide technical support to this OFNAC initiative, with a view to accrediting the qualifications that will be delivered there.
-Academic and scientific integrity platform: an observatory will produce data, indicators and risk maps to inform public decisions.
Follow-up by roadmaps
A Joint Steering Committee will validate annual roadmaps. The first will prioritize the identification of institutional risks, the strengthening of evaluation guides and the training of academic actors.
