Dr. Chitalu Chilufya

Minister of Health Dr. Chitalu Chilufya has invoked provisions of the Health Professionals Council Act, removing Professor Sekelani Banda, from the position of Board Chairperson of the Health Professionals Council of Zambia (HPCZ), and replacing him with Ministry of Health Permanent Secretary in charge of Administration Dr. Kennedy Malama. The Ministry of Health, acting through the Civil Service Commission, has equally recalled from secondment, HPCZ Registrar, Dr. Aaron Mujajati, and redeployed him to Ndola Central Hospital.

Decentralisation is used by governments to improve access to social service delivery. In recognising this economic beneficial narrative, government expanded the number of professional boardies like FIC, WEMA, HPCZ, and many more to help realise this policy direction. It therefore entails that men and women to serve in these institutions must be as professional as possible without political biasness in dispensing their duties.

However, HPCZ had started overstepping its boundaries by beginning to hatch a political agenda through collaboration with the opposition to usurp and sabotage the government’s policy direction in speedy healthy service delivery. We have seen unprecedented development in the health sector under the PF government but some individuals have however gone to the length of being seen to be proactive professionally yet hatching a sabotage agenda using underhand methods. The HPCZ overstepped its mandate.

Dr. Chitalu Chilufya’s leadership skills must be commended. They say, leadership is the ability to identify and put those with the technical knowhow in key sectors needing such expertise. A number of our senior government officials lack the ability to provide the leadership needed to effect positive change and realise sustainable development. Often times, they do not see politics as a vehicle for development but a self preservation system that they manipulate with impunity. They are motivated by short term self preservation dreams than the general greater good for the future of our country. These traits need to change.
