CONVICTED UPND Kanyama ward 10 councillor Brighton Bilumba has been granted K20,000 bail by the Lusaka Magistrates’ Court.
And magistrate Felix Kaoma has ordered Bilumba to provide two working sureties who would be bound in the sum of K30,000 but in their own recognizance.
Magistrate Kaoma on Monday convicted Bilumba of theft by public servant after finding him guilty of stealing K53,600 from the local authority, the property of the Government of Zambia, and sentenced him to 18-months imprisonment with hard labour.
But Bilumba appealed to the High Court and applied for bail.
Through his lawyer Paul Katupisha, Bilumba argued that he was appealing against both the conviction and sentence because they were unsafe and against the weight and totality of evidence on record.
Bilumba committed the offence between December 2017 and January 2018 at Lusaka.
According to facts of the case, on December 22, 2015, 13 people were engaged by the Lusaka City Council to distribute land rates bills and were to be paid for the work.
Bilumba, however, submitted a list of 34 people as those who had done the work instead of 13.
By press time, Bilumba’s lawyer was doing the formalities to secure his client’s release from custody.
