Justice: the reclassification of clerks in the A hierarchy is becoming clearer
Registrars and registry administrators affected by reclassification in hierarchy A will be able to submit their requests from Thursday November 5, 2026. The measure, resulting from the memorandum of understanding signed with the justice unions in August 2025, however remains subject to an individual approach.
The process of reclassifying clerks and registry administrators in hierarchy A is entering a new phase. In a joint press release, the Ministry of Civil Service, Labor and Public Service Reform and the Ministry of Justice announce the opening, from Thursday November 5, 2026, of the submission of requests for appointment or reclassification of the agents concerned.
This measure arises from the memorandum of understanding signed on August 7, 2025 between the Government, the Union of Justice Workers (SYTJUST) and the National Union of Justice Workers (UNTJ), as part of the National Social Stability Pact for inclusive and sustainable growth.
To make this commitment a reality, a six-month training course was organized by the Judicial Training Center (CFJ). At its end, the certificates of success of all the agents concerned were sent to the ministry responsible for the Civil Service.
On the regulatory front, a draft decree modifying decree no. 2019-575 of February 5, 2019, relating to the special status of the framework of justice officials, was developed in consultation with stakeholders. The text was examined by the Superior Council of the Civil Service during its meeting of July 7, 2026, before its transmission to the General Secretariat of the Government for the continuation of the procedure.
The two ministerial departments indicate that the examination of the administrative situations of the agents highlights prospects for improvement of their hierarchical level and their index, with expected positive impacts on their remuneration and retirement pensions.
However, the Government specifies that reclassification will not be automatic. Each agent meeting the required conditions must make an express request. Interested parties must therefore send a request to the Minister of the Civil Service, Labor and Public Service Reform, accompanied by a legalized copy of the end of training diploma issued by the CFJ.
Furthermore, the authorities indicate that the maintenance, in the new hierarchy, of the rank previously held by the agent cannot be granted in view of the legislation currently applicable. Such a provision would, according to them, risk creating a precedent and weakening the rules governing career management in the Civil Service.
