Alhaminou Lô: “No country in the world lives in self-sufficiency anymore”
On the occasion of his General Policy Declaration, the Prime Minister, Alamine Lô, delivered a pragmatic reading of the question of financing development, he calls for going beyond the speeches to face the real constraints of the national economy.
“No country in the world no longer lives in self-sufficiency,” he argued, recalling that international savings today constitute a major source of financing public policies for a large part of the States.
For Alhaminou Lô, the priority must therefore consist of creating the conditions precisely enabling Senegal to strengthen, in the long term, its internal financing capacities. He cites in particular the catching up of the deficit in basic social infrastructure, the mobilization of the fiscal potential still insufficiently exploited thanks to the broadening of the tax base, as well as the fight against unemployment which he describes as “endemic”.
In this perspective, the Prime Minister recommends optimal mobilization of national savings, while maintaining Senegal’s capacity to attract international capital.
To illustrate his point, Alamine Lô mentioned the case of China. According to him, Beijing held, in June 2026, a little more than $633.4 billion in American Treasury bonds, or approximately 339,000 billion CFA francs.
