Council of Ministers: the Prime Minister takes stock of the post-IMF and sets out priorities

During the Council of Ministers held this Wednesday, September 2, 2026, Prime Minister Ahmadou Al Aminou Lô devoted his communication to two parts: the management of post-technical agreement diligence with the International Monetary Fund (IMF), and the government roadmap for the September-December 2026 period.

A “significant marker” of the presidential mandate

The head of government indicated that the technical agreement with the IMF and the public announcement, on September 1, 2026, of Senegal’s Debt Treatment Plan, which took place “three (03) months, to the day, after the formation of the new Government”, constitute “a significant marker of the mandate of the Head of State”. Ahmadou Al Aminou Lô welcomed on this occasion “the decisive support of the Head of State in the completion of this crucial phase for the recovery of public finances”, before congratulating the Minister of Economy, Finance and Planning as well as the Prime Minister’s teams for “the professionalism and self-sacrifice which they have demonstrated in these files”.

On the social aspect, the Prime Minister asked the competent ministers “to accelerate the establishment of the subsidy targeting system” and to ensure the payment of national family security grants “by the end of September 2026 at the latest”.

Public finances: two texts under pressure

Ahmadou Al Aminou Lô also instructed the Minister of Economy, Finance and Planning to ensure the submission, “as quickly as possible”, of the 2026 Amending Finance Law before the National Assembly. He also asked him to submit to the President of the Republic, “during the week”, the results of the audit on domestic arrears, with a view to priority payment of the debts of VSEs, SMEs and SMIs before the end of the year. The Prime Minister set “September 30, 2026” as the deadline for the finalization and examination of the draft Initial Finance Law 2027 by the Council of Ministers.

Faced with the urgency of reviving the construction sector, he asked the Ministers of Urban Planning, Finance and the Interior to take the necessary measures to implement the recommendations of the Land Audit Monitoring Committee, relating in particular to the redevelopment of certain housing estates in Dakar and Thiès.

Roadmap 2026-2029: focus on selectivity

Addressing the second part of his communication, the Prime Minister asked each minister to give “capital importance to the development of the roadmaps of their respective departments”, by precisely identifying the projects to be finalized by the end of 2026 and those to be carried out over 2027-2029. He insisted on “the imperative to ensure the selectivity and structuring of the proposed projects”, criteria which will be used to arbitrate the budgetary requests for the Initial Finance Law 2027.
