Political Funds I When the National Assembly wants to empty the social and religious of their substance: the unhinged majority will have to take responsibility! August 30, 2026
The President of the National Assembly went to different religious homes and engaged in a catch-up exercise on his practice and his communication on special credits (political funds). What he is proposing to the National Assembly has nothing to do with what he went to tell our religious guides; and above all has nothing to do with the way he managed his own political funds. This is a clear mix of doublespeak and double standards that does not honor him! Its practice poses a profound moral problem! His communication distils very light messages of justification.
He tried to make our venerated religious guides believe that the reform of special credits he is proposing would not negatively impact them. This is strictly inaccurate. False, as a simple diachronic reading of the National Assembly’s bill and the Executive’s amendments attests.
Article 2 of the Assembly’s proposal: proposal for anti-social and anti-religious credits
“For the purposes of this law, budgetary appropriations intended EXCLUSIVELY to finance expenditure relating to national defense, the internal and external security of the State and intelligence activities constitute special appropriations. »
Article 2: Executive Amendment
“For the purposes of this law, special credits constitute budgetary credits intended in particular to finance expenditure relating to national defense, internal and external security of the State, intelligence activities as well as the preservation of social order, African values of solidarity, mutual aid and social cohesion, among others, in situations of humanitarian emergency, social distress or the preservation of national stability and the fundamental interests of the Nation.”
Comments on Article 2
1. The Assembly lists three EXCLUSIVE destinations for appropriations: defense, security and intelligence activities. It is technical, restricted, closed and without any openness to any social, religious, humanitarian or solidarity considerations. The term EXCLUSIVELY is used intentionally in the article. No mention of any form of social distress.
2. The Executive rectifies the situation, removes the exclusive nature of the destination of funds and INTRODUCES new destinations linked to the preservation of social order, African values of solidarity and mutual aid and social cohesion. It’s all in the human!
Article 4 of the Assembly proposal
“Only expenses whose disclosure would, in itself, be likely to compromise public security may fall into the category of special credits; national security or defense; sensitive operating conditions affecting national security; protection of sources or people; the success of diplomatic or intelligence action.
Article 4: Executive Amendment
“Expenses the disclosure of which would, in itself, be likely to compromise public safety, security, or national defense may fall into the category of special credits; the conduct of sensitive operations affecting national security; protection of sources or people; the success of diplomatic or intelligence actions; protection of public order; the preservation of social order and the fundamental interests of the Nation; humanitarian values, mutual aid, solidarity and discretion”.
Comments on Article 4
1. The Assembly confines the scope of the exemption on eligible expenditure to defense and security issues.
2. The Executive amendment EXPANDS the scope of expenses covered by explicitly introducing the protection of public order, the preservation of social order, the fundamental interests of the Nation, and the humanitarian values of mutual aid, solidarity and discretion.
Finally, where the National Assembly’s proposal reduces special credits to a pure technical and cold management operation, the Executive’s amendments humanize and socialize the use of funds in perfect conformity with our cultural, social and religious traditions. Where the Assembly eliminates and discriminates in contempt of our socio-religious base, the Executive remains based on the temperature of the country, even in its endogenous dimensions. Where the Assembly excludes, the Executive includes.
And to ensure its success in extirpating the social and religious from the beneficiaries of political funds, the unhinged majority takes care to drive the point home in Article 5 of its proposal: “Expenditures of a social nature, expenses of a political nature and expenses for the current operation of institutions are excluded.” The approach here is negative and expressly says what is not covered by political funds.
Only the expenses mentioned in Article 2 (national defense, security and intelligence) are therefore concerned. The approach here is positive. She mentions what political funds cover. It is enumerative, limiting and even redundantly reinforced by the term
It emerges from these two approaches, positive and negative, that the National Assembly’s bill on special credits is anti-social, anti-religious, anti-political, anti-cultural and is totally disconnected from our Senegalese realities; a negation of our principles of solidarity and our living together! Better still, it only aims to neutralize the President of the Republic’s capacity for action. It does not aim at any general interest. She does not defend any principles. It is purely political subjectivity and remains an instrument for settling scores with the President of the Republic. Such instrumentalization of our institutions is not worthy of the hopes placed in the representatives of the people.
Furthermore, the former Prime Minister used his special credits, versus political funds, fully and without reservation for two years, without further consideration of the restrictions recommended in his current proposal. He did not consider it useful to set the limits that he wants to impose on those higher up than him. We cannot say that it was limited to expenditure linked to the defense and security of the country. And again! The funds he used were not subject to any known and commonly accepted public finance procedure. And to top it all off, he claims immunity by scheduling the implementation of his supposedly pro-transparency proposals for January 1, 2027, removing himself from all control.
As for the recipients, the proposed reforms will inevitably expose their privacy, without consideration of their dignity and self-esteem. Despite the Executive’s amendments, the authorized special credits remain subject to < the essential guarantees of public finance management.
To the President of the National Assembly, leader of the misused majority, take responsibility for your discrimination of our religious centers in the allocation of political funds, for your past management as well as for the future! Your double discourse is exposed when you cannot assume the content of your positions in the hemicycle in the public square. It makes you wonder who you ultimately represent.
